It is my desire, in making you acquainted with this decision, to assure you that His Majesty's Government
375 have only arrived at a decision contrary to your opinione with the greatest reluctance. They sympathise to the fullest extent with the Colony in regard to the difficulties in which it is placed by the attitude of Canton. They trust that, after all, these difficulties may be solved more rapidly as a result of Lord Willingdon's Mission.
